Tanx is a turn-based strategy game. But it's not Civilization. There are some tanks (or tanx), which shoot at each other until one or less remains standing. Various interesting weapons are available.

It's a DOS game, which runs in wondrous full-screen 320x240-ovision. It also works on X windows, but sadly not in full-screen 320x240-ovision.
